This is the site of the EU funded regional Project on Environmental Collaboration for the Black Sea (ECBSea) launched in the EECCA countries – Georgia, Moldova and Ukraine.

Environmental degradation of the Black Sea and its main contributing rivers is one of the major concerns of the BS basin countries and the international community. Encouraging improvements have taken place during the last 15 years, mainly thanks to a decrease in polluting economic activities and some progress in regional environmental management.  However, improvement and proper enforcement of environmental legislation, sustainable development of the coastal zone and sustainable use of natural resources throughout the region are essential to sustain and reinforce these first signs of recovery.

Main transboundary issues - euthrophication, changes in marine living resources, chemical pollution, biodiversity/habitat changes - need to be addressed at regional level through improvement of the Convention on the Protection of the Black Sea Against Pollution (the Bucharest Convention, ratified in 1994) and improvement of implementation and enforcement of environmental legislation at national level in the beneficiary countries.

The Project is focused on the assistance to national governments in achieving the objectives of the Bucharest Convention at regional and national level, and to support some specific activities outlined in the working plan of the Commission for the Protection of the Black Sea Against Pollution (the Black Sea Commission).

As a result of the two years of intensive work of ECBSea offices in Georgia, Moldova and Ukraine, international and national experts in cooperation and consultation with the Environmental Ministries as well as stakeholders in the beneficiary countries, the Project came up with the following outputs.

Having completed the Biodiversity and MPA component activities ECBSea Project has developed Preliminary Management Plan for the  Small Phyllophora Field Marine Protected Area in Karkinitsky Bay, Black Sea and submitted it to the Ministry for the Environmental Protection of Ukraine.
The main purpose of preparing this document was to assist in training specialists and managers who do or will have a role in the management of MPAs in Ukraine, as well as other countries bordering the Black Sea. The plan  is based on current best practice approaches  in which a site’s conservation features are managed according  to  factors and attributes.

0n June 2, 2009, Verkhovna Rada of Ukraine adopted as a basis the Draft law on amendments to certain legal acts of Ukraine with regard to the coastal protective areas. 

On June 2, 2009, the legal ICZM Working Group meeting was held at the ECBSea Project office. The aim of the meeting was to discuss further improvement of the Draft Law of Ukraine on Coastal Zone , developed by the Project and submitted to the Ministry of the Environmental Protection of Ukraine at an earlier stage. Following the discussion at the Legal Stakeholder Meeting on 16 March, 2009, the Project decided to consider and include the relevant comments to the Draft Law maid by the Ministry and other stakeholder representatives.(See more)         

On May 8, 2009, a public event dedicated to Europe Day “Europe closer to you” took place in Chisinau on National Opera Square. ECBSea and other EU projects as well as  representatives of the Delegation of the European Commission to the Republic of Moldova disseminated handouts, provided information on their activities and communicated with people during this day. On April 28, 2009, the 4th Project Steering Committee (SC) meeting took place in Kyiv. Representatives of the beneficiary countries: Georgia, Moldova, Ukraine, officials from the European Commission as the members of the SC, Project team and guests participated. The major outcome of the meeting was the adoption of the Progress Report 4. At the meeting the results of the Project activities in the reporting period including its outputs and achievements, plans for the next period, administration issues were discussed. The results and outputs of the Project were highly appraised by beneficiaries, SC members and observers. The Ministries of Environmental Protection of Georgia, Moldova and Ukraine appreciated the flexible approach of the Project to different needs of all the beneficiaries. They expressed their gratitude and willingness to continue partnership relations with ECBSea project. (See more)

On April 17, 2009, the Ministerial Meeting/Diplomatic Conference of the Contracting Parties to the Bucharest Convention took place in Sofia, Bulgaria. The authorised representatives from Bulgaria, Georgia, Romania, the Russian Federation, Turkey and Ukraine took part in the Conference. The Ministerial Meeting discussed the amendments to the Bucharest Convention, developed by ECBSea Project, which would enable the membership of the regional economic organisations, such as the European Union to join the Convention. Five out of the six Black Sea countries agreed to adopt the amendments, except for the Russian Federation, which pointed out that it needed more time to study that matter. After many years of joint efforts of the Ministries of Environmental Protection, the Black Sea Commission Secretariat and the experts of the Black Sea region, the Final Strategic Action Plan for the Rehabilitation and Protection of the Black Sea (BS SAP) and Protocol on Pollution Control from Land Based Sources Activities were adopted... On the invitation of Bulgaria, the ECBSea Project Team Leader Dr. Tatiana R. Zaharchenko attended the Conference. (See more)

ECBSea project supported the publication of the Black Sea Commission newsletter (issue 11, Nov 2007-Dec 2008), to bring a visibility to the Meeting of the Contracting Parties in Bulgaria. An extensive article about ECBSea project activities in Ukraine, Moldova and Georgia is publicized in this issue of the newsletter. The article was prepared by Kyiv office of the Project and includes the comprehensive information about Project events, achievements and outcomes.
