The Project's overall objective is to contribute to the sustainable development of the Black Sea Basin by:
- prevention and reduction of pollution to the Black Sea (from river discharges or direct discharges)
- sustainable management of natural resources and protection of biodiversity of the Black Sea basin.
The Project aims to improve:
- regional cooperation for protection of the Black Sea;
- national capacities to implement and enforce existing environmental
legislation, secondary laws and regulations to implement the Bucharest Convention;
- national legislations, secondary laws and regulations to implement the Bucharest Convention at national level, taking into account convergence to EU water related legislation, in particular the Water Framework Directive (WFD) and the forthcoming EU Marine Strategy (see also the page on International and EU legislation);
- biological water quality monitoring of pollution;
- integrated coastal zone management;
- protection of marine biodiversity through the establishment of Marine Reserves;
- public participation and awareness raising.
The beneficiary countries are: Georgia, Ukraine (Black Sea coastal states), and Moldova which belongs to the Black Sea basin and is the nearest country to the Black Sea coast.
Another beneficiary of the Project is the Permanent Secretariat of the Black Sea Commission.
Project Partners:
- Ministry of Environment Protection and Natural Resources in Georgia;
- Ministry of Environment and Natural Resources in Moldova;
- Ministry of Environmental Protection in Ukraine;
- Permanent Secretariat of the Black Sea Commission.
This Project is implemented in close cooperation with the Black Sea Commission (BSC) and its Permanent Secretariat which coordinates the activities of the international partners focused at the implementation of the Bucharest Convention, its protocols and major implementation tools, such as the Odessa Ministerial Declaration (1993), the Strategic Action Plan on the Rehabilitation and Protection of the Black Sea (BS-SAP, 1996), etc.
Project Target Groups: governments in the beneficiary countries and the Black Sea Commission (BSC)
The final beneficiaries will be the population living within the coastal areas and the river basins.
Project Contractor: Consortium of Euroconsult Mott MacDonald (The Netherlands) in association with Mott MacDonald Ltd (UK) and Milieu Ltd (Belgium)
The Project is financed by the European Commission under the EuropeAid Programme, the budget for the three countries makes up 2,2 mln.euro
